"My decision may <br /> be affected by the data that comes back, but I'd like us to adopt a policy of having the <br /> 35% basic service with the four officers, three CSOs and three new sergeant positions, <br /> - and an increase in the Dispatch, and then looking after six months down the line." He <br /> said it looked at this point that an Investigation position would probably be needed, <br /> and asked for pricing on that as well. "I think that is going to come, it's just a <br /> question of when. I'd like to see some pricing on that and the absorption rate. When <br /> can we actually do all of those things, in a realistic sense." Mayor Hartnett said he <br /> wanted to know exactly what they could do this year. He said the Report indicated <br /> that reaching the 35% basic service level would be a three year process. <br /> Councilwoman La Berge expressed support for the 35% and a report back that <br /> would give the costing for the positions that were recommended. She said she <br /> understood the need for data everyone could accept, but hoped it would not take too <br /> much time, "because we want to get moving on the implementation of the hiring of <br /> additional officers." Councilwoman La Berge said it was important to agree on the <br /> principles, accept the data and move forward. <br /> In response to Councilman Ruskin's request for further information before <br /> approving the 35% level, Mayor Hartnett said he would like to see the costs and <br /> absorption rate based on the 35% level, but that he was not proposing to adopt that at <br /> this point. He said that information was critical before any decisions were made. <br /> Mayor Hartnett said his direction to staff, if Council concurred, would be to have staff <br /> give the Council the numbers and absorption rate based on 35% with a mix of sworn <br /> - officers and CSOs, three sergeants, a dispatcher and investigative officer. "When that <br /> comes back we can then, as a policy statement, say we can or cannot do that." <br /> Councilman Ruskin said he wanted costs on a wider mix of alternatives, that he was <br /> only ready to support the 35% level of basic services at this point. <br /> Chief Bolanos and City Manager Everett said it would be very difficult to give cost <br /> figures unless specific numbers of officers and positions were established. City <br /> Manager Everett said that the Report indicates "given the 35% level, the most <br /> effective way to run the Department... is four Patrol officers and three CSOs. The <br /> Chief and I believe that. You have three recommendations that if you go with 35% <br /> that is the way you should go.... and three sergeants. And all three of us agree on the <br /> communications recommendation." <br /> Mayor Hartnett said the Report also indicated that an investigative officer should be <br /> added at some point down the line. "I want to see that cranked in, because I think we <br /> will probably be doing that.
