He said Commissioners testify before the Council on large projects and <br /> perhaps they should do more of that. <br /> Council and Planning Commission discussed procedural matters and how to improve <br /> them. <br /> Councilman Leipzig acknowledged the hard work done by School Board Members <br /> and Planning Commissioners. He said he didn't see major problems with the process, <br /> but wondered how the World Savings Bank on Woodside Road received approval. He <br /> said "World Savings is a fine institution and they have great rates on home loans. But <br /> that's an atrocious building. It is totally unacceptable for a major thoroughfare in <br /> Redwood City or anywhere." Councilman Leipzig asked, "what happened?" <br /> Architectural Advisory Committee Chairman Gilman said, "When the project <br /> came in, the very strong majority of our committee was very pleased with the direction <br /> of that project, and the quality that it appeared to have from the drawings. I think a lot <br /> of the concern that I have heard regarding that project in retrospect is stylistic in <br /> nature. From the perspective of what is the architecture of that building, it is a very <br /> modernist kind of building. The drawings indicated a very clean design, if you will, a <br /> - design that expressed the nature of the specific materials in that design, and I think that <br /> the majority of the Committee was very pleased with the direction based on the <br /> drawings... In retrospect as we heard some concerns and visited the completed <br /> building, there were a number of concerns that all of us shared, in terms of the <br /> execution of the design. Some of the areas that really didn't show up on the drawings <br /> were of concern, how some of the materials were detailed and actually constructed <br /> made them come off much more cheaply than what they appeared to be in the <br /> conceptual drawings. The execution of the landscaping was not nearly as effective as <br /> it appeared from the drawings.... (Two months ago) the applicant came back in for <br /> some additions to build an automatic teller window, and we were able to use that <br /> opportunity to talk to the applicant regarding upgrading the landscaping, about <br /> reworking and modifying some of the construction details in terms of some of the <br /> overhangs... We felt that during this recent process we may be able to augment sorne <br /> of the major concerns that we had in looking at the completed building. To address the <br /> issue of the style and the character of the design, the Committee Members can speak <br /> for themselves, but what I heard at Committee meetings was a very strong affirmation <br /> of the design concept." <br /> Planning Commissioner Garcia said the key issue that engendered so much <br /> opposition to the proposed Iw,\lsiQ¡¡ at 2150 Roosevelt was the desire to keep free <br /> parking on the Petrini's parking lot for the library, and soccer and baseball games.
