But certainly one of the <br /> lessons learned was to widen the area receiving notification of proposed developments <br /> in residential neighborhoods. <br /> Vice Mayor Howard said the HHCC has a direct link with the public, non-profits and <br /> public service agencies, and their expertise is very much underutilized. She <br /> commended the Planning Commission for their interaction with the neighborhoods and <br /> agreed the notifications should be more widely distributed. She added that the HHCC <br /> should be involved in those kinds of neighborhood meetings, and in all large projects. <br /> She also asked that the Child Care Coordinator be included. She said all large projects <br /> impact our community and have housing and child care consequences. Vice Mayor <br /> Howard said that Planning Commissioner Verdone had been very helpful in bringing <br /> projects and issues to the HHCC, but there needed to be more discussion on how to <br /> involve the HHCC and the Architectural Advisory Committee earlier in the process, <br /> with mandatory architectural review. She said those measures will send the message <br /> that the Council, boards, committees, commissions and staff do care how the City <br /> looks. <br /> Councilman Ruskin said the Council should think seriously about having mandatory <br /> architectural review, about bringing it into the process at an earlier stage, and said he <br /> felt a sense of urgency around this issue. He said there were many buildings in the <br /> - City that do not give residents a sense of pride. Councilman Ruskin said each <br /> additional building should be a step forward. He said the Economic Development <br /> Coordinator could monitor the permit process to make sure it was not being slowed by <br /> additional reviews. He said the World Bank building was very disappointing and, <br /> "There was something between the concept and the execution that didn't work well." <br /> He said that process should be studied by the Architectural Committee and make <br /> recommendations to the Council to prevent that from happening again. <br /> 3) Comments from public. <br /> Nick Watry, 1050 Lakeview, described his involvement with the 2150 Roosevelt <br /> development as a member of the Specific Plan Committee years ago, and as a member <br /> of the Planning Commission this year. He said he was excited about the learning <br /> process that went on and the plans being shaped to make sure similar situations do not <br /> ever happen again. Mr. Watry agreed the sphere of influence should be expanded and <br /> key stake holders must be involved from the very beginning. He said staff employed <br /> that methodology for the Franklin Street Area Plan and it is working.
