Balanced interests, such as environmental and economic development. <br /> Senior Planner Passanisi highlighted several recent planning projects, what was <br /> learned from each one, as well as suggestions for better planning processes in the <br /> future: 2150 Roosevelt, which turned into a very divisive development in the <br /> neighborhood, and eventually rejected by Council; the Circle Star Theatre, with San <br /> Carlos as lead agency, involved the neighborhood very early on, had a responsive <br /> developer and a modified plan was eventually approved by all parties; Franklin Street <br /> Area Plan development, in progress, involving subcommittees of the Council and <br /> Planning Commission, with direction and parameters established early on; and Pacific <br /> Shores, in progress, where the EIR process involved a joint Planning Commission and <br /> Council subcommittee. <br /> 2) Discussion of alternative processes. <br /> Senior Planner Passanisi asked the Council and Planning Commission for input and <br /> recommendations for further improvements to the planning process. <br /> Planning Commissioners provided input regarding the process and outcome of 2150 <br /> - Roosevelt. They pointed out some of the unique problems involved, including the <br /> limited mailing requirement, and the need to expand that sphere to be sure everyone <br /> interested or impacted is notified from day one (practical notice v. legal notice.) <br /> Several Commissioners said the process they followed was a good one, they had <br /> observed the conditions cited above, but they recognized that somehow, opposition <br /> evolved. They commented on the need for more and better communication between <br /> staff, developers, subcommittees and the neighbors, and an earlier response by the <br /> developer. They spoke in favor of joint Planning/Council meetings to discuss <br /> proposed large projects. <br /> In response to Planning Commissioners' questions, Senior Planner Passanisi said <br /> staff does give developers the names of key neighborhood representatives and a <br /> mailing list of the properties surrounding the proposed development. <br /> HHCC Vice Chair Loriana Kastrop asked the Council and Planning Commission to <br /> include the HHCC in discussions of large projects, such as the Franklin Street Area <br /> project, as many of these developments will request funding for housing services from <br /> the HHCC. The developers need to learn early on what requirements the HHCC will <br /> impose on them regarding affordable housing.
