This is a good place to <br /> start thinking about the image that we'd like to present, and bring in Architectural Advisory to <br /> help us develop that image, starting with that project. I'd like to be sure that we communicate <br /> every step of the way because I can see that we will have some relocation involved, and that is <br /> a very sensitive area... the people who are there now are very important and we cannot <br /> underestimate the loss that they may have, to be located to another spot, or just the fact that <br /> they were there 25 years and have to be relocated. It could be pretty traumatic. So we can't <br /> make light of that. As important as this project is so are the businesses that are presently there, <br /> and we need to address that issue. I like the idea of telecommuting on site... I'm glad Ms. <br /> Paulsen brought it up. And I agree with (Commissioner) McCoy, let's stretch our minds a bit <br /> and see where we can encourage people to work out of their homes.... We are talking about <br /> creative parking, undersized parking, I'm not sure what we want to call it, but let's at least look <br /> at the possibilities, because we do have an opportunity here to attract certain types of groups to <br /> that housing complex, who might be thinking just along those lines. The affordable component <br /> is certainly controversial. You know I am on the Housing and Human Concerns Committee <br /> and a liaison to it, and the Committee has worked long and hard with the Planning Commission <br /> on the Housing Element. We feel that there is a responsibility of the City to address all income <br /> levels. There are hard working people in Redwood City at all income levels. They are all <br /> entitled to housing. I think that we have made a commitment as a City to address that issue. <br /> When we are talking 500 units we can't ignore one segment of the population, or cater to one <br /> '-- segment of the population. We need to look at the whole picture and see where we can provide <br /> a balance of housing for all income levels in Redwood City... I compliment you and staff and <br /> everyone involved in getting this kind of input involved as early as you did, because I think <br /> what we are going to find, we are going to maybe make some mistakes along the way, but we <br /> might create a model for others to come after this in making better projects for Redwood City." <br /> In response to Vice Chairman Verdone's questions, Redevelopment Director Church said the <br /> next step will be the end of the 30-day review for the owner's participation process. He said <br /> that staff is hoping to have this item on the November 17, 1997 Redevelopment Agency <br /> agenda. He said, "At that time or at a subsequent meeting we would ask the Redevelopment <br /> Board to, if they want to move forward with the project, to give us authorization to negotiate <br /> with one team or another. At this point it is not clear whether we would try to proceed directly <br /> to a Development Agreement or to have some other kind of intermediate form of agreement <br /> while we negotiate.
