I don't expect a new roadway across the railroad tracks, but I think, <br /> somehow, the connection from Maple ought to be welcoming, not hindering." <br /> Mr. Hansen said the retail along El Camino Real is "somewhat problematic. The improved <br /> Franklin Street plan has been in existence for some time. We decided to go ahead and include <br /> it in the concept plan, partially for that reason... and probably more compelling... to deal with <br /> transition from a thoroughfare such as El Camino Real to what you see in the for-sale, rental <br /> product in the area. We know that there is some concern about including retail there. It is not <br /> something, planning-wise, that we're married to.... We thought it could have some use for <br /> internal purposes, such as a small workout facility for the residents, or an association office." <br /> Mr. Hansen said it might even offer some relocation opportunities. He said that the retail <br /> concept needs more discussion. He added that the development team is sensitive to existing <br /> business in the surrounding area, and does not want to create a competitive situation with them. <br /> Planning Commissioner Sanfilipo said he would like to have 80% home ownership units and <br /> 20% rental units. He said the Greenhouse condominiums in Palo Alto have low income units <br /> that are indistinguishable ITom the others. <br /> In answer to Commissioner Sanfilipo's questions, Director Church said all the units in <br /> Wyndham Place were low and moderate income units. Senior Planner Riordan described the <br /> parking ratios in mixed use developments where the commercial parking spaces are shared by <br /> the residential, so the ratio required in the City's ordinance is reduced to 75%. The final <br /> - number of parking spaces required depends on how the project is ultimately developed. <br /> Commissioner Sanfilipo said right now it is 290 spaces short, and that is a concem that must be <br /> addressed. <br /> Commissioner McCoy said, "One of the things that is really exciting about this forward <br /> thinking, it is a shift in the paradigm... Basically when you build a higher density urban <br /> village, it is an exciting concept." He said Mrs. Paulsen's concept was also exciting. "That <br /> says you don't need a car. Sooner or later we are going to run out of gas, we're going to wish <br /> we didn't have acres and acres of six lane freeway allover the place. And where else, but next <br /> to a transit hub, you have buses, you have rail, you have businesses, you have a potential of <br /> building in a lot of telecommuting infrastructure. We have to take some bold steps one of these <br /> years, and I for one, would really support under parking in this kind of facility to force that <br /> shift, and start to get people to think in terms of living, working downtown. It is a much <br /> different feel. You don't have that 2.5 parking places per unit in downtown San Francisco. We <br /> are not downtown San Francisco, but we are not sprawling suburban Morgan Hill with lots of <br /> acres to plow up. It is time to start thinking... (about) a little different set of rules." <br /> Commissioner Sanfilipo said, "We are not in San Francisco, and San Francisco wishes they <br /> had a lot more parking spaces than they do now. People might live there, but if they are <br /> married, chances are they will have two cars, because they are going different places... they <br /> - might have a recreational vehicle, ~..regW~ car,.
