" . , . - <br /> Mayor Hartnett said it was rare for the Council to issue a proclamation to another <br /> governmental agency's Director as "we often expect what the person is doing is simply <br /> - part of the job." But what Maureen Borland did went far beyond what her job required, <br /> providing vision, commitment and resources in her broader view of a healthy community. <br /> Mayor Hartnett read the proclamation and presented it to Dr. Len Kruszecki. <br /> Dr. Kruszecki said that if Ms. Borland had been able to attend tonight, she would have <br /> thanked the Council for its commitment and everyone else who had been involved in this <br /> collaborative process. He said collaboration is hard work, but it is made easier when all <br /> the parties are so committed to the goals. Dr. Kruszecki said Ms. Borland has said that <br /> community collaboration is one of the goals of the Human Services Agency and without a <br /> doubt Redwood City 2000 is easily the best example of true partnership in the entire <br /> County of San Mateo. <br /> MEMO 10/28/97 <br /> -------------------------------------------------------------------------------------------------------------------------- <br /> 2. ORAL COMMUNICATIONS (203) <br /> A. Monica Brooks, 31 Center Street, resubmitted a petition asking the Council to "instruct <br /> the planning department to require that the music studios at 2520 El Camino Real be <br /> subject to conditional use permit requirements so that the noise put out by the rock bands <br /> playing in these studios be kept to a level that does not interfere with the well being of <br /> nearby residents." Ms. Brooks described the excessive noise she and her neighbors have <br /> - had to endure for a long time and her work with the Peninsula Conflict Resolution Center. <br /> She thanked Redwood City Police Chief Bolanos and his officers for their assistance <br /> (100). <br /> In response to Council questions, City Attorney Schricker said he didn't know if the <br /> location would require a use permit, but recommended that code enforcement review this <br /> situation. He said if there is a public nuisance, even though a use permit may not be <br /> required, "we could still address any public nuisance involved. If it was a private nuisance <br /> that would be something that would have to be dealt with on a private basis." <br /> City Manager Everett described his, and the City's efforts, to resolve this issue.
