09/23/2013 <br /> WHEREAS, on September 9, 2013, the City Council held a duly noticed public <br /> hearing on this Zoning Text Amendment that provides for the ability to adopt alternative <br /> PC permit procedures and findings for property that is subject to a precise plan and a <br /> development agreement. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY AS FOLLOWS: <br /> 1. The recitals set forth above are true and correct, and are hereby <br /> incorporated herein by this reference as if fully set forth in their entirety. <br /> 2. The City Council hereby finds that this proposed Zoning Text Amendment <br /> does not have the potential for causing a significant effect on the environment as it <br /> provides only for the ability of the City to adopt alternative procedures and findings for <br /> PC permits in limited circumstances and does not dictate the content of those <br /> procedures and findings. At such time as the City considers particular projects and <br /> alternative procedures and findings, the City will conduct CEQA review on the project, <br /> including the applicable precise plan and subsequent PC permits. Therefore, this <br /> proposed Zoning Text Amendment is exempt from the California Environmental Quality <br /> Act (CEQA), pursuant to Section 15061(b)(3) of the CEQA Guidelines, in that it can be <br /> seen with certainty that there is no possibility for the amendment to have a significant <br /> effect on the environment. <br /> 3. The City Council, having considered the evidence received at the public <br /> hearing duly noticed and held for said proposed rezoning, finds that the proposed <br /> Zoning Text Amendment is consistent with the Redwood City General Plan. <br /> 4. The City Council adds the following language to the end of section 52.7 of <br /> Article 52 of the Redwood City Zoning Ordinance: <br /> "Nofinrithstanding anything to the contrary herein, in the event that a <br /> Development Agreement is approved for property within a P District, the <br /> City may approve alternative procedures and findings for a PC permit on <br /> such property, which shall be as set forth in the applicable Precise Plan." <br /> 5.
