(the "Owner"), oral testimony having been <br /> heard, documentary material having been received, and the opportunity to be <br /> heard having been given to all persons present, the Council of the City of <br /> Redwood City hereby finds, concludes, and determines as follows: <br /> FINDINGS <br /> 1. The Property is located in the "CG-R" (General Commercial- <br /> Combining) Zoning District established under the Zoning Ordinance of the City of <br /> Redwood City (Ordinance No. 1130, as Amended; the "Zon. Ord."), <br /> 2. Service stations are conditional uses permitted in the CG Zoning <br /> District, only upon issuance of a use permit (Zon. Ord. §15.4b.). Under the "R" <br /> (Residential) Combining District designation, residential uses may be permitted <br /> within a CG Zoning District (Zon. Ord. § 25.7). <br /> 3.
