ATrA 8.A. - Page 5 <br /> property, Section 36603 of that Law specifically provides: "Nothing in this part is <br /> intended to preempt the authority of a charter city to adopt ordinances providing <br /> for a different method of levying assessments for similar or additional purposes <br /> from those set forth in this part;" and <br /> 6. Section 74 of the City Charter authorizes the City to adopt alternate procedures <br /> from those provided by state law for forming assessment districts to make and <br /> enforce assessments against the property benefitted by improvements, and does <br /> not prohibit the City from adopting alternate procedures to make and enforce <br /> assessments against property benefitted by activities or services; and <br /> 7. The City of Redwood City contains many property owners who desire to establish <br /> property-based assessment districts for the purpose of funding security, safety, <br /> sanitation, beautification, marketing and other services that will benefit their <br /> property; and <br /> 8. The City Council desires to create a process for the establishment of such <br /> assessment districts. <br /> Section 2. A new Chapter 31 is hereby added to the Redwood City Municipal <br /> Code, to read as follows: <br /> CHAPTER 31 <br /> COMMUNITY BENEFIT IMPROVEMENT DISTRICTS <br /> 31.1. Short Title. This Chapter may be cited as the "Redwood City Community <br /> Benefit Improvement District Procedural Ordinance." <br /> 31.2. Authority.
