9.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 28, 2014 <br /> SUBJECT <br /> Downtown Parking Program Update and Ordinance amending Article VII of Chapter 20 <br /> (the "Parking Ordinance") of the Code of the City of Redwood City to implement various <br /> modifications to the parking program <br /> RECOMMENDATION <br /> Waive first reading and introduce Ordinance for first reading on April 28, 2014 to amend <br /> various sections of the Parking Ordinance to reflect the following modifications: <br /> • Establish two on-street parking meter zones, set the hourly meter rate and clarify <br /> procedures and criteria for adjusting the hourly meter rate, <br /> • Establish that off-street parking meter rates and permit fees shall be set by <br /> resolution of the City Council and authorize the City Manager to manage and <br /> operate all off-street public parking facilities, including issuance of parking <br /> perm its <br /> BACKGROUND <br /> At its October 21, 2013 meeting, the City Council received a presentation on the <br /> findings and recommendations of the parking study and directed staff to proceed with <br /> implementation. The following outlines the recommendations of particular Council <br /> interest: <br /> • Increase the hourly rate in the core to $1.00, <br /> • Recalibrate parking permit rates and update the permit program in general, <br /> • Improve how parking availability is communicated to users, <br /> • Upgrade parking meter technology, <br /> • Begin planning for a new parking garage, and <br /> • Continue the parking-management policies (market-based pricing and no time <br /> limits) established in 2005. <br /> Additional Council suggestions and comments included: <br /> • Revisit the parking program regularly and do annual study session on parking <br /> with the Council. <br /> • Contact Walnut Creek to understand elements of their parking program that <br /> might be appropriate to apply in Redwood City, <br /> • Explore technologies to increase capacity, <br />
