7.1.C. - Page 7 <br /> Review the proposed Capital Improvement Program (CIP) budget for fiscal <br /> year 2014 — 2015 (FY 2014-15) and provide direction to staff. <br /> Community Development Director Ekern provided the report and tied each Strategic <br /> Initiative to the projects that are currently being proposed on the Capital Improvement <br /> Program (presentation on file). He shared details on each of the areas. Mr. Ekern said <br /> that a Capital Improvement Program of this magnitude of $24-$25 million budget could <br /> not be possible without the support of the community passing the Utility Users Tax to <br /> support this type of infrastructure, which is the major driver of this budget. <br /> One Council Member said he is pleased with the list of projects. He inquired about the <br /> recycled water expansion and its next phase and whether it will expand to the West <br /> side. Mr. Ekern confirmed as the projects and development moves forward and gets <br /> dual plumbing. <br /> Another Council Member thanked Mr. Ekern for mentioning the Utility Users Tax. She <br /> opined that it is important for voters to understand that every penny they use is going <br /> back to the community in building and maintaining new infrastructure. She would like us <br /> to thank the voters more often. This same Council Member also brought up the <br /> intersection of Middlefield Road and Woodside Road and how can be a safety hazard. <br /> She wanted to know if it will interfere with Woodside Road 101 project. Mr. Ekern said <br /> no and staff will be coordinating with Caltran's staff on that issue. <br /> This same Council Member mentioned the California Water Tank and her hope is that <br /> the neighbors are included in the discussions. She also inquired about LED lighting and <br /> could they be moved into the neighborhoods. Mr. Ekern confirmed that is the goal but <br /> there is some work that needs to be done. He elaborated on why LED lighting is difficult <br /> to do in the neighborhoods, because the lights are so far apart. He feels that eventually <br /> the technology will get there. <br /> One other Council Member brought up that the high school and elementary school <br /> districts are planning new school sites and hopes that the City can work with them in <br /> collating parks. She is also excited about looking at the transportation plan, doing a <br /> study and looking at all the transportation modes. Also, she wants Staff to look at other <br /> jurisdictions to see what they have done, too. One more Council Member said that we <br /> are "touching people" when it comes to parking and sidewalks and fields and making an <br /> impact on sewer improvements. He talked about the Utility Users Tax and thanked the <br /> Council Member for bringing this to Council. He is excited about the expansion of the <br /> Recycled Water Phase II. He also addressed the issue of the California Water Tank <br /> and how critically vital its purpose is in fire protection, especially in the Emerald Hills <br /> area. He hopes the discussion continues. He thanked Mr. Ekern for a great report. <br /> Another Council Member echoed the prior Council Member's comments on how it is <br /> exciting to see how the work the Utilities Committee is doing is moving forward. She is <br /> glad to be a step ahead of doing the plumbing for the whole City and residents' taxes <br /> are going to good use. <br /> Mayor Gee agreed with the Council's comments and said how fortunate that the <br /> previous Councils and the voters approved the Charter Amendment to do a Utilities <br /> CITY COUNCIL April 7, 2014 <br /> MEETING MINUTES PAGE 7 <br />
