7.1.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 28, 2014 <br /> SUBJECT <br /> General Services Agreement for Closed-Circuit Television Inspection of Selected <br /> Sanitary Sewer Mains <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute an Agreement with <br /> Professional Pipe Services of Walnut, California to provide closed circuit television <br /> inspection services in Sanitary Sewer Basin Nos. 6 and 7 for an amount not to exceed <br /> $200,166.25; and, authorize the City Manager to increase the contract amount up to <br /> 10% if necessary not to exceed $220,182.87. <br /> BACKGROUND <br /> The closed-circuit television (CCTV) inspection service provides data required to assess <br /> the condition of the sanitary sewer lines to determine the repair and replacement needs <br /> for inclusion in the annual sanitary sewer capital improvement project. The City's <br /> sanitary sewer system is divided into a total of nineteen sanitary sewer basins of which <br /> the City has completed the CCTV inspection of thirteen sanitary sewer basins in the <br /> previous years. CCTV inspections utilize robotic cameras to determine the condition of <br /> the existing sewer pipes. Data provided by the CCTV inspection includes inspection <br /> logs, full streaming videos and observation codes which classify the condition of the <br /> existing sanitary sewer pipe segments. <br /> ANALYSIS <br /> Two companies, Nor-cal Pipeline Services and Professional Pipe Services, responded <br /> to City's request for proposal. Both proposals were received on March 7, 2014. <br /> Proposals were evaluated and Professional Pipe Services was selected based on the <br /> firm's qualifications, responsiveness and experience. Professional Pipe Services is the <br /> lowest responsible bidder. <br /> Professional Pipe Services will conduct a closed-circuit television (CCTV) inspection of <br /> the sanitary sewer mains in two areas identified below. <br /> 1. Sanitary Sewer Basin No. 6 bordered by Maddux Drive, Washington Avenue, <br /> Palm Avenue, Sierra Street, Redwood Avenue, Hudson Street, Woodside Road <br /> and Massachusetts Avenue. <br /> 2. Sanitary Sewer Basin No. 7 bordered by Alameda de las Pulgas, Maddux Drive, <br /> Massachusetts Avenue, Anamor Street, Valota Road, Woodside Road, Hudson <br />
