7.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 28, 2014 <br /> SUBJECT <br /> Final Acceptance — Redwood City Operational, Security & Office Renovation Project <br /> RECOMMENDATION <br /> Accept, by motion, the City Hall Operational, Security & Office Renovation Project and <br /> authorize the release of bonds and retention according to city procedures. <br /> BACKGROUND <br /> On May 20, 2013, the City Council awarded a construction contract for the City Hall <br /> Operational, Security & Office Renovation Project to R.C. Benson & Sons, Inc., for a <br /> base bid of $752,879, with authorization to award changes up to a total of $828,170. <br /> The work of this project consisted generally of operational, security and office <br /> renovations inclusive of modifications to the HVAC systems affected by the work. <br /> Construction started in June, 2013 and was substantially completed in December 2013. <br /> Final walkthrough was conducted with City staff, engineers, and contractor. Final <br /> completion was achieved April 7, 2014. The project schedule was extended because <br /> of noise from the air ducts in the City Attorney's wing. A change order was issued to <br /> install noise attenuators and to make minor changes dealing with interoffice noise. <br /> ANALYSIS <br /> The contract was awarded for a base bid of $752,879. The project was completed in <br /> accordance with the plans and specifications. Change orders were issued totaling <br /> $133,305.70. The final contract amount is $886,184.70 which is 17.7% more than the <br /> initially awarded contract amount. Amounts included in change order number 1-7 <br /> included but were not limited to additional work required to address owner directed <br /> changes, unforeseen site conditions, and the above-cited noise issues in the City <br /> Attorney's offices. <br /> ALTERNATIVES <br /> Council may choose not to accept the project and/or authorize the release of bonds and <br /> retention which would be contrary to the terms of the contract, prior Council action, and <br /> the public contracting code <br />
