EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> SCOPE OF WORK <br /> The purposes of this hydraulic analysis are to (1) determine circulation rates of the Redwood Shores <br /> lagoon system under existing conditions, (2) identify locations within the lagoon system where waterway <br /> circulation is inadequate to maintain water quality, (3)develop schemes based on model runs to improve <br /> circulation, ranging from minor, small scale modifications to substantial, large scale modifications, and (4) <br /> develop an annual maintenance program for Redwood City Public Works staff to maintain desired <br /> circulation rates. <br /> Task 1 Information Review, Project Definition,and Data Collection <br /> Subtask 1-1 Data,Report,and Site Review <br /> Consultant shall obtain and review the existing data, reports (technical, operation & maintenance), and <br /> as-built information. Relevant data reports include lagoon water quality, salinity,tidal and water elevation <br /> measurements, and correlation of these measurements to operational changes in the tidal and flood <br /> management system. Consultant's project manager and modeling lead will perform a site inspection as <br /> directed by representatives from the City's engineering and operations staff. This review will be used to <br /> develop an inventory of key hydraulic features (such as waterways, culverts, gravity inlets, and pumps) <br /> and processes(such as tides, runoff,and wind)thought to influence the Lagoon. <br /> Subtask 1-2 Project Definition Refinement <br /> After reviewing existing data, reports, and information, Consultant shall meet with City staff.The meeting <br /> will be used to re�ne description of existing conditions described by the hydraulic features and processes <br /> inventory. In addition, Consuttant shall work with City staff to identify the conceptual model which <br /> identifies the relationships between the hydraulic characteristics of the Lagoon and the desired water <br /> quality outcomes.With this conceptual model as a scaffold, Consultant shall collaborate with City staff to <br /> develop a set of working performance criteria to inform the projecYs technical work. Possible objectives <br /> for the performance criteria to address may include: <br /> • Reduction of lagoon volume exchange to seven days, with possible specifications for <br /> spatial variation within the Lagoon. <br /> • Target water levels — Currently, target water levels are fixed for the dry and wet season, <br /> with each periods lasting multiple months. Greater operational flexibility in these water <br /> levels could allow for water quality optimization. For example,during the wet season,water <br /> levels could be managed in relation to precipitation forecast. However, these water levels <br /> also affect Lagoon uses such as stormwater retention, recreation use, and vegetation <br /> control.This criterion will therefore need to balance between these multiple uses. <br /> • Target water level fluctuations — While current water level fluctuations are approximately <br /> one half foot per day, greater volume exchange may cause larger fluctuations.
