<br /> City Manager Everett advised that staff would present an updated version of the City's <br /> financial picture at the Study Session, 7:00 p.m. on Monday, February 5, 1996 at the <br /> Community Room in the Main Library. He added that the figures presented should be <br /> viewed as representing a level of magnitude and not as actual projected figures. <br /> CONSENSUS: Mayor Hartnett determined it to be the consensus of the Council to <br /> schedule a Council Meeting/Study Session after all projections and information had been <br /> compiled, to consider all options. <br /> MINUTE ORDER NO. 95-013 <br /> Councilman Claire explained how the State of California took away $3 million of <br /> recurring revenues ITom Redwood City and similar amounts ITom all California cities in <br /> order to balance its budget which the Governor, Senate and Assembly had allowed to run <br /> into the red and jeopardize the state's fiscal integrity. Councilman Claire asked his <br /> colleagues and future Council Members to wait until the State was fiscally sound again, <br /> and then mount an aggressive campaign to get back the City's money. <br /> PUBLIC COMMENT <br /> Mayor Hartnett asked if anyone would like to speak and the following people addressed <br /> the Council: <br /> Jeanne Roehm, Citizens Police Academy graduate, advised that the graduates had been <br /> asked to volunteer their services to assist the Police Department. <br /> Pete Hughes, asked that fewer items be considered under the Consent Calendar on <br /> Council agenda; asked staff to please advertise the next budget session; and expressed his <br /> opposition to NPDES as a fee for service, but encouraged staff to alert people to the <br /> consequences of the City's general fund absorbing this expenditure, perhaps jeopardizing <br /> other desirable projects such as a fire station in Redwood Shores. <br /> F. Brief review of council processes by the Mayor, (schedule, study/regular sessions, agenda, <br /> managing meetings, council liaisons, council committees) <br /> Mayor Hartnett announced that the current four Council meetings per month schedule <br /> would continue with a study session on the first Monday every month, and if needed, a <br /> second study session on the third Monday; and, a regular Council Meeting to be held in the <br /> Redwood Shores neighborhood this year. He formalized his colleague's comments <br /> stressing the importance of communicating to the community what each council Member <br /> has done in Council committees and in herlhis role as the Council's county or regional <br /> representative.
