7.1.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 12, 2014 <br /> SUBJECT <br /> Reject All Bids — Jardin de Ninos Park Renovation Project <br /> RECOMMENDATION <br /> By motion, reject all bids and authorize staff to re-advertise the project for competitive <br /> and public bidding and return all bid bonds. <br /> BACKGROUND <br /> The renovation plan for Jardin de Ninos Park by Royston, Hanamoto, Alley and Abey <br /> (RHAA) includes major improvements to the park such as the installation of a new pre- <br /> fabricated ADA compliant restroom (no restroom currently exists), the retrofit of the <br /> existing play structures, and the installation of rubber matting and new trees in the play <br /> area. The improvements also include modifications and upgrades to the existing <br /> irrigation system and painting the existing concrete seat walls and fencing. <br /> ANALYSIS <br /> A solicitation for the project was publically advertised on March 5, 2014. Bids, submitted <br /> on April 9, 2014, were significantly above the cost estimate provided by RHAA. The <br /> bidding documents reserved the right for the City to reject all bids. The lowest bid in the <br /> amount of $756,533.00 is $222,728.00 (41.8%) over the engineer's estimate of <br /> $533,805. The fact that there were only two bids and that they were both so high is <br /> indicative of the current economy and the boom in construction at this time. Staff will <br /> work with RHAA to assess ways to reduce the cost of the project and anticipates re- <br /> advertising later this spring. <br /> The two (2) bids received at the bid opening are summarized in the table below: <br /> Contractor Bid <br /> Suarez & Munoz Construction, Inc. $756,533.00 <br /> Guerra Construction Company $812,223.00 <br />
