7.1.G. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 12, 2014 <br /> SUBJECT <br /> Final Map 2014-01 and associated agreements for the development at 1410 Valota <br /> Road and 1720, 1730, 1740 and 1750 Lauren Lane <br /> RECOMMENDATION <br /> 1. By motion, approve the Final Map, and accept the dedication of a Public Service <br /> Easement and Emergency Access Easement. <br /> 2. By motion, approve and authorize the City Manager to execute an Improvement <br /> Agreement with Valota Development Partners, LLC. <br /> 3. By motion, approve and authorize the City Manager to execute a Stormwater <br /> Treatment Measures Maintenance Agreement with Valota Development Partners, LLC. <br /> BACKGROUND <br /> The project is a five lot, single family, Planned Development, located at the corner of <br /> Valota Road and Lauren Lane. <br /> ANALYSIS <br /> On April 3, 2012, the Planning Commission approved the Planned Development Permit <br /> Application and Vesting Tentative Map for the subdivision at 1410 Valota Road, which <br /> included exceptions to the Subdivision Ordinance. On October 7, 2013, the City <br /> Council adopted a resolution denying a project appeal and upholding the Planning <br /> Commission's July 2, 2013 granting a modification and approval of the Planned <br /> Development Permit for 1410 Valota Road. The parcel map subdivides one parcel into <br /> five lots. Improvements include new sewer, storm and water mains and services, <br /> drainage systems, sidewalk modifications, trees, street lighting and stormwater <br /> treatment and detention measures. <br /> Two agreements are required between the developer and the City for this project. The <br /> Improvement Agreement guarantees construction of public improvements consistent <br /> with engineering standards. The Stormwater Treatment Maintenance Measures <br /> Agreement commits the developer to construct and maintain permanent stormwater <br /> treatment measures on-site, and allows for City staff to access the property in order to <br /> inspect the treatment measures. <br /> The developer, Valota Development Partners, LLC,. will post bonds in the amount of <br /> $68,931 as required by the Improvement Agreement.
