PSGP funds are intended to <br /> improve port-wide maritime security risk management; enhance maritime domain <br /> awareness; support maritime security training and exercises; and to maintain or <br /> reestablish maritime security mitigation protocols that support port recovery and <br /> resiliency capabilities. <br /> ANALYSIS <br /> The FY 2014 PSGP provides up to $1,000,000 in eligible program costs of which the <br /> applying entity must match 25% of the total project cost with cash or in-kind funding. <br /> Eligible costs include management and administration, planning, organization, <br /> equipment, training, exercises, operational overtime, travel, construction, renovation, <br /> maintenance and sustainment. The program duration for a FY 2014 PSGP award is <br /> two years. <br /> Cash and in-kind matches must consist of eligible costs (i.e. same costs allowable as <br /> the federal share) and must be identified as part of the submitted detailed budget <br /> worksheet. A cash match includes cash spent for project-related costs while an in-kind <br /> match includes the valuation of in-kind services. The Department is not asking for a <br /> cash match for this grant and anticipates using existing allocated program funds for the <br /> required 25% matching funds. <br /> The Redwood City Police Department Marine Unit enhancement program will include <br /> grant eligible costs to include management, administration, equipment, training, <br /> operational overtime, travel, maintenance and sustainment. <br /> The projected cost for the Redwood City Police Department's Boat Program over fiscal <br /> years 2014 and 2015 is approximately $1,215,384, which includes the purchase of a <br /> new boat, jet dock, training, backfill for training, and a percentage of operational <br /> overtime to expand operational outreach. A successful award of the FY 2014 PSGP <br /> would cover $990,144 of this projected cost with $225,239 required as cash or in-kind <br /> match. It is our intent to only use existing police operational funds as our in-kind 25% <br /> match and not request a cash match. There will be no additional funds required to <br /> receive the proceeds from this grant. The 25% cost match of $225,239 will be covered <br /> by operational overtime already projected for the police boat program at $417,406 for <br /> FY 2014 and 2015. If the grant is awarded, the cost of the operational overtime <br /> contained in the Department's budget will be reduced to $225,249.50, a savings of <br /> $192,156.50. Additionally, the grant will cover 100% of the training and backfill costs <br /> associated with the program for a combined projected savings upwards of $314,425. <br /> Absent the awarding of the grant there are no savings to the budget for the existing <br /> Police Boat Program. <br />
