Additional <br /> information can be found at <br /> http://www.fema.gov/pdf/emergency/nims/nims alert cred guideline.pdf. <br /> Maritime Transportation Security Act of 2002 Requirements <br /> Pursuant to the Maritime Transportation Security Act of 2002, as amended (MTSA), <br /> DHS established a risk-based grant program to support maritime security risk <br /> management. Eligible applicants under the FY 2014 PSGP are listed in Appendix A <br /> —FY 2014 PSGP Allocations. Funding is directed towards the implementation of <br /> AMSPs and FSPs among port authorities, facility operators, and State and local <br /> government agencies that are required to provide port security services. In <br /> administering the grant program, national, economic, energy, and strategic defense <br /> concerns based upon the most current risk assessments available shall be taken into <br /> account. <br /> Sub Awards of PSGP Funding <br /> The PSGP program provides direct funding to eligible applicants to support their <br /> specific needs regarding maritime security risk management. For this reason, <br /> applicants who are selected for funding under the PSGP program may not subgrant <br /> that funding to other entities. <br /> IV. Funding Restrictions <br /> A. Restrictions on Use of Award Funds <br /> Federal funds made available through this award may only be used for the purpose set <br /> forth in this award and must be consistent with the statutory authority for the award. <br /> Award funds may not be used for matching funds for any other Federal <br /> grants/cooperative agreements, lobbying, or intervention in Federal regulatory or <br /> adjudicatory proceedings. In addition, Federal funds may not be used to sue the federal <br /> government or any other government entity. <br /> i. Pre-award Costs <br /> Pre-award costs are allowable only with the prior written consent of FEMA and if <br /> they are included in the award agreement. To request pre-award costs a written <br /> request must be included with the application, signed by the Authorized <br /> Representative of the entity. The letter must outline what the pre-award costs are for, <br /> including a detailed budget break-out of pre-award costs from the post-award costs, <br /> and a justification for approval. <br /> ii. Direct Costs <br /> Management and Administration (M&A) <br /> Management and administration (M&A) costs are allowed. Grantees may use up to <br /> 5% of the amount of the award for their M&A. M&A activities are defined as those <br /> directly relating to the management and administration of PSGP funds, such as <br /> financial management and monitoring. <br /> 9 <br /> FY 2014 PSGP <br />
