11.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
May 12, 2014
SUBJECT
Recommendations from the Inner Harbor Specific Plan Task Force relating to Uses and
Circulation
RECOMMENDATION
Direct staff to proceed with preparation of and Environmental Impact Report and Inner
Harbor Specific Plan based on recommendations of the Inner Harbor Specific Plan Task
Force and discussion at the Joint Planning Commission City Council Study Session.
BACKGROUND
The City Council received an update from the Inner Harbor Specific Plan Task Force at
its Joint Planning Commission City Council Study Session on May 12, 2014. This
discussion provided the Council with information from the project team regarding the
past year's work with the Task Force and the recommendations from the Task Force for
uses and circulation in and around the Plan Area. The discussion also afforded Task
Force members and public the opportunity to clarify for the Council issues of concern
and interest as the Plan moves forward, as well areas where there was disagreement
with the recommendation forwarded to the Council.
The Task Force held eleven meetings and a community-wide meeting, all facilitated to
be certain the agendas were met and the information accurately delivered. The Task
Force members all had the opportunity to present their visions of great waterfronts
around the world, and how Redwood City could become one. In order to move from the
realm of vision to implementation, the Task Force was provided an enormous volume of
technical information relating to noise, air pollution, infrastructure, and sea level rise: all
topics that will be analyzed as part of the Environmental Impact Report. Meeting
agendas are attached and all of the presentations and summaries are available on the
City's website.
The Task Force membership list is also attached to this report. The breadth of
membership represents the wide array of interests associated with planning and
developing an area as complex and sensitive as the Inner Harbor.
