11.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 12, 2014 <br /> SUBJECT <br /> Recommendations from the Inner Harbor Specific Plan Task Force relating to Uses and <br /> Circulation <br /> RECOMMENDATION <br /> Direct staff to proceed with preparation of and Environmental Impact Report and Inner <br /> Harbor Specific Plan based on recommendations of the Inner Harbor Specific Plan Task <br /> Force and discussion at the Joint Planning Commission City Council Study Session. <br /> BACKGROUND <br /> The City Council received an update from the Inner Harbor Specific Plan Task Force at <br /> its Joint Planning Commission City Council Study Session on May 12, 2014. This <br /> discussion provided the Council with information from the project team regarding the <br /> past year's work with the Task Force and the recommendations from the Task Force for <br /> uses and circulation in and around the Plan Area. The discussion also afforded Task <br /> Force members and public the opportunity to clarify for the Council issues of concern <br /> and interest as the Plan moves forward, as well areas where there was disagreement <br /> with the recommendation forwarded to the Council. <br /> The Task Force held eleven meetings and a community-wide meeting, all facilitated to <br /> be certain the agendas were met and the information accurately delivered. The Task <br /> Force members all had the opportunity to present their visions of great waterfronts <br /> around the world, and how Redwood City could become one. In order to move from the <br /> realm of vision to implementation, the Task Force was provided an enormous volume of <br /> technical information relating to noise, air pollution, infrastructure, and sea level rise: all <br /> topics that will be analyzed as part of the Environmental Impact Report. Meeting <br /> agendas are attached and all of the presentations and summaries are available on the <br /> City's website. <br /> The Task Force membership list is also attached to this report. The breadth of <br /> membership represents the wide array of interests associated with planning and <br /> developing an area as complex and sensitive as the Inner Harbor. <br />
