The specific rules <br /> and regulations, including densities, heights, design, and community benefits will be <br /> included in the Specific Plan. Development density will be affected by traffic and other <br /> environmental topics identified in and addressed by the EIR. <br /> Blomquist Street <br /> Blomquist Street is anticipated to provide vehicular, bicycle, and pedestrian connections <br /> across Redwood Creek, providing emergency ingress and egress for development north <br /> of the Creek up to Main Street and Whipple Avenue. The recommended circulation <br /> plan anticipates this Creek crossing, but no additional vehicular linkages to Downtown. <br /> The existing Maple Street overcrossing would be improved to accommodate safe <br /> pedestrian, bicycle, and vehicular connections to Downtown. The circulation plan <br /> encourages pedestrian and bicycle improvements at grade along Chestnut Street and <br /> bicycle and trail access around and through the Jay Paul property to connect with the <br /> Bay Trail and bicycle lanes on Blomquist. <br /> There are two substantive issues with Blomquist to be resolved. The first is its <br /> relationship, as well as the overall development of the Plan Area, with the future <br /> improvements to the Highways 101/84 interchange. The EIR will evaluate the traffic <br /> flow with the development of Inner Harbor and its impact on the interchange. Staff is <br /> working with the interchange project staff to be certain that traffic volumes of the Plan <br /> Area are addressed as well in the Interchange EIR. Second, because Inner Harbor is at <br /> the cusp of industrial uses and potential new development, the intermixing of <br /> construction and heavy equipment traffic with automobiles, bicycles, and pedestrians <br /> needs to be well thought and thoroughly examined.
