For the PSGP, <br /> FEMA is responsible for designing and operating the administrative mechanisms needed to <br /> implement and manage the grant program. The U.S. Coast Guard provides programmatic subject <br /> matter expertise for the maritime industry and in maritime security risk mitigation.
