<br /> In response to Council questions, Director Patterson stated he had not heard of any <br /> complaints ITom the tenants in Lincoln Center. (Council Members echoed Director <br /> Patterson's response.) <br /> Mayor Hartnett explained that the Council could accept the recommendation ITom <br /> staff, not accept it, prezone the land differently, remand the issue back to the Planning <br /> Commission with specific instructions on a matter not in the recommendation, or <br /> postpone the decision until a later date. <br /> 2. Open public hearing; <br /> Mayor Hartnett opened the public hearing at 7:46 p.m. and advised that the Pacific <br /> Shores Developers and the representatives of the Seaport Tenants Group would speak <br /> first, and people from the audience would follow those two groups. <br /> 3. Hear public comment; <br /> All persons intending to give testimony regarding the proposed prezoning before the <br /> Council, stood, raised their right hands, swore or affirmed to tell the truth, and were <br /> thus sworn in by the City Clerk. <br /> MEMO 1/30/96 <br /> Mayor Hartnett called upon the first speaker. <br /> Peter Brandon, Project Manager of Pacific Shores Center Project, No.1 Embarcadero <br /> Center, Suite No. 1200, San Francisco, 94111, described the vision the project team <br /> had for Seaport Boulevard and quoted ITom the project's vision statement: to ensure <br /> that the project is beneficial to the community, responsive to the surrounding natural <br /> environment, and compatible with neighboring businesses. <br /> Mr. Brandon addressed the compatibility issues which he believed were the most <br /> divisive ones. He responded to some of the Planning Commissioner's compatibility <br /> concerns, stating the approval of the prezoning would not send a message of rejection <br /> to heavy industrial tenants. Mr. Brandon stated there were very few projects that could <br /> be built on the land that would support the economic investment required to build the <br /> project. He said the project team was sensitive to the survival concerns of the current <br /> tenants and completely redesigned the project to focus on mitigating compatibility <br /> issues, including noise, dust, odors, truck traffic, new separate ITontage road access, <br /> buffers, landscaping, and the project was shifted away ITom borders. <br /> Mr. Brandon spoke about the need to build trust, and advised that Pacific Shores <br /> Center and some of the current Port tenants had met twice with a facilitator and would <br /> continue to meet to resolve the issues.
