EXHIBIT"A" <br /> SCOPE OF SERVICES <br /> One Marina Hotel Project at 650 Bair Island Road <br /> Upon receiving individual projects, Consultant shall not proceed until authorized bythe Planning Manager. <br /> Task 1. Review Project Application and Plans <br /> To orient Consultant to the individual project proposal, Consultant will review the project application and <br /> locate the individual project within the Peninsula Park Precise Plan (PPPP) area. Consultant will review <br /> any environmental studies{e.g., biological report, geotechnical report)submitted as part of the application <br /> to decide if the studies address and/or mitigate impacts identified in the PPPP EIR. Consultant will also <br /> note if the project application materials are missing any details that will be needed to determine potential <br /> environmental impacts. <br /> Consultant will consult with staff regarding any substantial change in the existing environment not already <br /> anticipated in the PPPP EIR(e.g., General Plan Amendment not anticipated in the new General Plan)and <br /> decide if the change could result in a new significant environmental effect or a substantial increase in a <br /> previously identified environmental effect. <br /> Product: Memo describing any missing project details and any substantial change in the existing <br /> environment <br /> Task 2. Evaluate Potential Environmental Impacts of Proposed Project against Marina Shores/PPPP EIR <br /> and Mitigation Monitoring and Reporting Program (MMRP) <br /> Based on the project application materials, Consultant will prepare a draft CEQA Environmental Checklist <br /> Form/Initial Study(CEQA Appendix G). In the interest of time and efficiency, Consultant will focus on the <br /> environmental topic area questions (biological resources, cultural resources, public services, etc.}and will <br /> not at the outset prepare the project description and background narrative requssted by the Checklist <br /> Form. <br /> The draft Initial Study will: (1) identify the environmental impacts that could result from the proposed <br /> project(items I-XVII); (2)identify the Marina Shores/PPPP EIR and MMRP mitigation measures that would <br /> mitigate the impacts(items 1-XVII}; (3)identify any new or more severe environmental impacts, if any,that <br /> could result from the proposed project (items I-XVII); (4) make the Mandatory Findings of Significance <br /> (item XVIII); and (5) make the Determination (as stated in the CEQA Checklist Form) if any additional <br /> CEQA documentation is required, and what that CEQA documentation would be. <br /> If the draft Initial Study concludes that an additional CEQA document would be required, the Initial Study <br /> can be used as the basis for that additional CEQA document <br /> Product: Draft CEQA Environmental Checklist Form/Initial Study(CEQA Appendix G)--all environmental <br /> topic areas, Mandatory Findings of Significance, and Determination <br /> Alternatively, should the City, upon consultation w�h the Consultant, determine the project evaluation is <br /> better served by the CEQA streamlining provisions as described in SB226/Public Resource Code 21083.3 <br /> and CEQA Guidelines 15191 et seq. then the Consultant shall prepare a draft CEQA Environmental <br /> Checklist Form/Initial Study per CEQA Appendix N. <br /> Task 3. Review Draft Initial Study with City Staff <br /> Consuftant and City staff, including the City Attorney and/or City's CEQA attorney if desired by the City,will <br /> review the draft Initial Study.
