Ms. Wagstaff described the proposed after school programs, with tutors, for children living in the development, and their success at 17 other sites. In response to Council/Board Directors questions, Mr. Raiser described the joint cooperative effort expected ITom the Merchants Association and management. In response to Council/Board Directors questions, Matt Schwartz, MidPeninsula Housing, described their occupancy strategies, and advised that although a maximum of five people can move into a two bedroom unit, the average is 1.25 per bedroom. He described the intense competition for these units, the lottery and screening processes that include credit checks, rental history and reference checks. Mr. Schwartz stated that the income range for residents is $15,000 to $50,000 and they would provide a built-in customer base for the retail component of the project. 2) Open public hearing; Mayor/Redevelopment Agency Board Chairman Hartnett declared the public hearing open at 8:08 p.m. ~ 3) Hear public comment; Mayor/Redevelopment Agency Board Chairman Hartnett called upon those in the audience who had submitted speaker's cards and wished to address this issue. Kristen Anderson, 425 Lincoln Avenue, Redwood City Child Care Coordinator, spoke as a resident and the City's Child Care Coordinator, and urged approval of the project that would support safe and healthy families. Peter Hughes, 18 Admiralty Court, spoke to the issue of the $12,000 subsidy per unit, and stated that the City should address the issue of a fire station in Redwood Shores before spending that amount of money on affordable housing. Jean Cloud, 819 Edgewood Road, said it was a beautiful project but in the wrong place. Mrs. Cloud said the middle of town was no place for children, there were no schools or playgrounds close by.
