7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 9, 2014 <br /> SUBJECT <br /> Parking Citation Processing Contract Extension <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment No. 2 to the <br /> Agreement for Parking Citation Processing and Adjudication Services. <br /> BACKGROUND <br /> Since 1999, all agencies in San Mateo County that issue parking citations have <br /> individually contracted with Turbo Data Systems, Inc. for parking ticket processing and <br /> related services using a model contract negotiated by Daly City acting as lead agency. <br /> Turbo Data was selected twice through a consolidated Request for Proposal (RFP) <br /> process where Daly City took responsibility for the process and all twenty nine other <br /> agencies piggy-backed on that RFP process and the resulting contract. The combined <br /> RFP process has worked extremely well in the past, resulting in substantial savings of <br /> both staff time and overall costs to process parking tickets. <br /> ANALYSIS <br /> On June 30, 2014 the contract with Turbo Data will expire. In order to provide a <br /> reasonable time to complete a new RFP process, Turbo Data has agreed to extend the <br /> current contract for an additional year. Included in the offer of extension is a small price <br /> reduction in the cost to process citations. <br /> The County of San Mateo will be acting as lead agency and will oversee the RFP <br /> process. <br /> We anticipate equally successful results this time and the one-year contract extension <br /> will help to ensure a fair and competitive process. <br /> ALTERNATIVES <br /> The City Council could choose to not renew the contract with Turbo Data and not <br /> participate in the upcoming consolidated RFP process. Doing so would increase the <br /> amount of staff time devoted to selecting a citation processing firm and increase the <br /> cost of processing parking tickets as it is highly unlikely that the City would receive the <br /> same competitive rates as those cities on the consolidated RFP. <br />
