7.3.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 9, 2014 <br /> SUBJECT <br /> Resolution of Local Support for C/CAG Priority Development Area Planning Grant <br /> RECOMMENDATION <br /> Adopt a "Resolution of Local Support" authorizing the filing of an application for funding <br /> assigned to the Metropolitan Transportation Commission, committing the necessary <br /> non-federal match, and stating the assurance to complete the planning study. <br /> BACKGROUND <br /> In October 2013, the City/County Association of Governments (C/CAG) issued a call for <br /> projects for Priority Development Area (PDA) Planning Programs. The goal of the <br /> program is to provide resources for planning activities such as station area/PDA <br /> planning, transit and employment studies, bicycle and pedestrian planning, or transit <br /> corridors and transit-oriented development. <br /> On May 8, 2014, the C/CAG Board of Directors approved Redwood City's application <br /> for up to $450,000 of grant monies. The Metropolitan Transportation Commission <br /> requires a resolution (Attachment 1) of support from the local agency to be approved <br /> prior to June 30, 2014, to retain eligibility for the grant. <br /> ANALYSIS <br /> The Planning Grant project is a two-pronged approach to improving transportation in <br /> and around the downtown area and committing the matching funds if the grant is <br /> awarded. Staff proposes to conduct a land use planning and feasibility study for the <br /> following: <br /> 1. Examine pedestrian, shuttle, taxi, and bicycle connections as well as train <br /> platform improvements and efficiencies in the parking lots around the Downtown <br /> Transit Center. <br /> 2. Conduct an economic analysis for the feasibility of a streetcar running along <br /> Broadway from the Downtown Transit Center to the Stanford in Redwood City <br /> Project. <br /> ALTERNATIVES <br /> City Council may choose not to adopt a resolution of support for the C/CAG Priority <br /> Development Area Planning Grant. <br />
