9.A. - Page 5 <br /> management, treatment for pet waste, and staff to administer the services provided in <br /> the District. <br /> The enhanced services and the increased activation and beautification of downtown are <br /> in the best interests of businesses, property owners and the community. The <br /> businesses will benefit from increased commerce and improved identity, property <br /> owners will benefit from increased property values and lease revenues, and the <br /> community will benefit from a cleaner, more attractive and vibrant downtown. Staff <br /> recommends that the City Council authorize the City Manager to sign the petitions for <br /> City-owned properties in support of the Community Benefit Improvement District. <br /> Based on the multitude of benefits to be realized by property and business owners as <br /> well as residents, staff recommends that the City Council take the following two actions: <br /> • Adopt the Resolution of Intent to establish a Downtown Redwood City <br /> Community Benefit Improvement District <br /> • Authorize the City Manager to sign the petition for the City-owned properties to <br /> establish a Downtown Redwood City Community Benefit Improvement District <br /> • Authorize the City Manager to vote Yes on the property ballots for the City-owned <br /> properties to establish a Downtown Redwood City Community Benefit <br /> Improvement District <br /> Previous Actions <br /> • On July 18, 2013, the City Manager provided authorization to enter into a <br /> Consultant Services Agreement with New City America, Inc. for assistance in <br /> establishing a Downtown Redwood City CBID at a cost not to exceed $60,000. <br /> • On March 10, 2014 the City Council adopted an Ordinance Allowing for the <br /> Establishment of Community Benefit Improvement Districts in the City of <br /> Redwood City <br /> Summary of Public Outreach Efforts <br /> • The CBID Property Owners Steering Committee, comprised of all downtown <br /> property owners who chose to attend and other interested parties, met on <br /> October 23, 2013; December 12, 2013; January 9, 2014; February 20, 2014; <br /> March 17, 2014; and May 28, 2014 to provide input on the initiative process, <br /> survey, management plan, and petition drive. At the October meeting, the <br /> committee made a recommendation to proceed with the Special Benefit District <br /> initiative. <br /> Page 5 of 6 <br />
