Those districts that use a variety of other mathematical factors to calculate <br /> general benefits based on the Assessment Engineer's experience range from 2-3%total relative general benefit value. <br /> Based on this experience curve and the focused nature of the CBID funded programs, a general benefit factor of 0.025 <br /> (2.5% or an average between the 2-3% empirical findings) of CBID funded special benefit program costs that might <br /> provide an immediate general benefit to the public at large will be applied to these applicable program costs in order to <br /> compute the dollar and percent value of general benefits to the public at large. The programs that may provide immediate <br /> general benefits to the public at large are Sidewalk Operations and Beautification. An inventory of the District <br /> boundaries finds that the District is surrounded by 77 parcels that can reasonably be assumed to receive some indirect <br /> general benefit as a result of CBID funded programs, services and improvements.
