I I I I .

In response to Councilman Claire's questions, Chairman Smith stated that the Port
wanted "guarantees that what the project proponent calls 'disturbances of dust, noise, air
'--- and such' will not be in fact complained about in the future."
In response to Councilwòman La Berge's questions about the Port's expansion needs in
the near term and by the year 2020, Chairman Smith stated that "there is property on the
Port which we might be able to convert at a later date as leases run out. BCDC gave us
indications on how we might make some land use changes within the Port area which will
add some acres. There is at least 4 to 5 acres available just around the corner ITom us
behind the Leslie Salt pile. We feel that the 10 acres we are going to get will assure us of
Port growth for the immediate needs which is 2000+....Twenty to thirty years ITom now,
there are a lot of opportunities that may present themselves between now and then. Even if
we didn't get those it simply means we couldn't grow as fast or as long as we wanted to.
The Port will still be viable and profit-making."
In answer to Councilwoman La Berge's question "You feel secure that you would be a
viable Port even if you were unable to obtain acreage beyond the 10 acres?" Chairman
Smith said "Yes. We will be a small port, but we will be a profitable port."
In response to Councilman Claire's questions regarding the EIR and traffic on the
Highway 101 southbound offramp that will go to an LOS factor of "F", Director Patterson
said it was currently rated "F".
- Councilwoman La Berge asked the question, if the Council rezoned the property tonight,
how easy would it be to rezone this property in the future. Director Patterson advised that
it would "depend on how far you went with this particular project. If there is a
development agreement then you would not be able to change zoning or the general
plan....if you have gone that far. If you just do the prezoning this evening and then
ultimately the general plan amendment that is necessary to support that zoning, you can
change that back if no other action is taken."
TITLE READ.
