(304) <br /> In response to Mayor Hartnett's questions regarding these projects listed in the Fiscal <br /> Year 1994/95 budget, City Manager Everett described how project funds were <br /> encumbered and held over to the following fiscal year in order to secure the funding to <br /> complete the project. <br /> Councilman Leipzig said that after sidewalks, James Avenue was his next highest <br /> priority, and he would be following this project closely. <br /> City Manager Everett described the James Street project and the need to do the majority <br /> of work in summer to minimize the impact on school operations. He advised there were <br /> more projects than revenues available and it would be up to Council to choose the projects <br /> it wished staff to complete. <br /> In response to Council questions, City Engineer Luck described the utility work <br /> scheduled for James Street in the summer of 1996 and the street improvements scheduled <br /> for summer of 1997. <br /> In response to questions ITom Councilman Leipzig, City Manager Everett described the <br /> two rail replacement projects and how they qualified for shared federal funding (City 12%, <br /> federal government 88%.) Councilman Leipzig questioned the necessity of the two rail <br /> projects.
