<br /> Public Works Superintendent Mann, Public Works Operations, advised that the <br /> Municipal Services Center would be the hub of the public works dispatch, coordination <br /> and information efforts. He said Public Works was responsible for the water, sewer, <br /> streets and traffic signs in the City and would also be dispatching their heavy equipment to <br /> areas in the City where they were most needed under EOC direction. <br /> Firefighter Meisenbach described how Operations Director Fink would manage all the <br /> coordination efforts of the City ITom the EOC. <br /> Park and Recreation Superintendent Hartman, Logistics, described how she and <br /> Supervisor Gibbons had been involved in planning for the care and shelter needs that <br /> would arise during and after an emergency or disaster. The Red Cross would be the <br /> primary organization that would respond to the City's needs. Logistics would work with <br /> the Red Cross to set up shelters and provide other relief as necessary. Logistics would also <br /> keep track of resources and equipment and try to acquire additional and replacement <br /> materials as needed. The Library would be in charge of volunteers. <br /> Firefighter Meisenbach described how critical mutual aid was during a disaster and how <br /> important it was to arrange for food, hotel rooms and equipment before the disaster <br /> happens. He stressed it was vital to act quickly to acquire needed resources before they <br /> were lost to other people or agencies. Pre-event arrangements were absolutely necessary <br /> to ensure the support needed to respond adequately to a disaster. <br /> Police Communications Supervisor Hayter, Communications, described the police <br /> dispatch system, the location of radio transmitters throughout the City, the back-up power <br /> supplies and the diesel generator which would all be available during a disaster. Hayter <br /> said his responsibility was to document every incoming call and funnel all the information <br /> to the EOC. He described the huge number of calls that the dispatch center handled during <br /> the December storms. <br /> Financial Manager Somers, EOC Finance, said her department's initial responsibility <br /> would be to provide the money to City personnel to pay for the resources they needed. <br /> She described where and how the Finance Department would produce City purchase <br /> orders and checks and identified the backup centers where supplies are kept. Somers said <br /> Finance's biggest responsibility would come during the recovery period when they would <br /> be expected to provide adequate documentation to be eligible for reimbursement by <br /> FEMA. Somers described the City's Emergency Card phone number and advised that a <br /> message would be updated every 30 minutes in the event of a disaster. <br /> Dick Collins, President of the South County Amateur Emergency Radio Service, <br /> described the organization of 150 ham radio operators, and their antennae on fire stations, <br /> schools, hospitals and the County EOS.
