Some City and County properties. (All parcels which are owned and operated by tax- <br /> exempt and public agencies, County, City,School District, Kaiser Hospital, and any other <br /> tax exempt parcels would not pay into marketing, promotion or District Identity special <br /> benefit services. Therefore no assessment on building square footage would be levied <br /> againsi these parcels, however the assessments for linear frontage and lot size would be <br /> apportioned equally throughout the entire CBID. Furthermore, City and County owned <br /> parcels in Zone 1 will not pay into the parking supplemental building assessments due to <br /> the fact that the City and County do NOT have evening parking requirements, they <br /> provide free parking for their employees and would not benefit from any of the parkinq <br /> special benefit services funded through Zone 1 building assessments) <br /> Benefit Zone 2 would include: <br /> a. All parcels not included in Benefit Zones 1 <br /> b. (All parcels which are owned and operared by tax-exempt and public agencies, County, <br /> City, School District, Kaiser Hospital, and any other tax exempt parcels would not pay <br /> into marketing, promotion or District Identity special benefit services. Therefore no <br /> assessment on building square footage would be levied against these parcels, however <br /> the assessments for linear frontage and lot size would be apportioned equally <br /> throughout the entire CBID) <br /> In addition, as in mentioned in the District Identity section of this CBID management plan, tax <br /> exempt owned parcels and their related buildings on those parcels, will NOT derive benefit <br /> from District Identity related special benefit services. Programs including web site <br /> development, app development, social media, business attraction services, decorations and <br /> other programs to visually enhance the CBID parcels, will not benefit these tax exempt parcel <br /> buildings due to the fact that these buildings are not affected by market forces such as <br /> increased rents, greater commerce or creating a more livable community for residents. This <br /> plan proposes that there will be two distinct Benefit Zones for the Downtown CBID. With that <br /> in mind,the Benefit Zones, in general, would include the following parcels: <br /> RESO.#15347 <br /> MUFF#506 <br />
