From Section 4(a): "Separate general benefits (if any) from the special benefits <br /> conferred on parcel(s). Only special bene�ts are assessable. " <br /> BENEFIT ANALYSIS <br /> As stipulated by Proposition 218,assessment District programs and activities confer a combination of general and special <br /> benefits to properties, but the only program benefits that can be assessed are those that provide special benefit to the <br /> assessed properties. Special Benefit" as defined by the California State Constitution means "a particular and distinct <br /> benefit over and above general benefits conferred on real property located in the District or to the public at large.For the <br /> purposes of this analysis, "General Benefits"are benefits from the CBID activities and improvements that are not special <br /> in nature, are not "particular and distinct" and are not over and above the benefits that other parcels receive. General <br /> benefits are not restricted to benefits conferred only on persons and property outside the assessment district, but can <br /> include benefits both conferred on real properiy located in the district or to the public at large. "At large" means not <br /> limited to any particular person-means all members of the public - including those who live, work, and shop within the <br /> district - and not simply transient visitors. The property uses within the boundaries of the CBID which will <br /> receive special benefits from CBID funded programs and services are currenfly a mix of retail, restaurant, <br /> entertainment, service, office, government, residential and parking. Services, programs and improvements <br /> provided by the CBID are prunarily designed to only provide special benefits to identified parcels within the <br /> boundaries of the District. There are five basic categories of special benefit services that will be funded by the <br /> Downtown Redwood City Community Benefit Improvement District. All of these services will confer a special benefit <br /> only to the individual parcels within the Downtown Redwood CBID. The categories of services of special benefits are as <br /> follows: <br /> RESO.#15347 <br /> MUFF#506 <br />
