06/09/2014 <br /> C. The provisions of this section do not apply to parking meter zones located in gated <br /> facilities, including but not limited to the Jefferson Garage and Marshall Street <br /> Garage. <br /> 6. PERMIT ISSUANCE; FEE: <br /> A. The City Manager is hereby authorized to issue parking permits for a one-month <br /> period, with the days and hours of validity, and for a reasonable fee in the range of <br /> $25-$125 per month. The fee shall be determined by the City Manager to reflect <br /> weekday parking demand, the cost of proximate hourly parking, the desired balance <br /> of long-term and short-term parkers and the weekday occupancy rate. Permits may <br /> be sold for longer periods of time, in one month increments, as determined by the <br /> City Manager. <br /> B. The City Manager is hereby authorized to issue parking permits, without charge, to <br /> City employees, officers, volunteers, and visitors as deemed appropriate to support <br /> City business and programming without inhibiting the effective management of the <br /> parking supply. <br /> C. In order to ensure orderly and efficient use of the parking supply, the City Manager <br /> is authorized to limit the number of permits which may be issued, in which case <br /> priority shall be based on the order in which requests for such permits are received. <br /> D. The City Manager is authorized to collect deposits, require the submission of <br /> application forms, and to establish other administrative procedures for the parking <br /> permit program as may be necessary from time to time. <br /> 7. PERMIT — FORM: <br /> The parking permit may consist of a windshield card or may be in such other form as <br /> the City Manager may prescribe. <br /> 8. PERMIT— PAYMENT OF FEE IN ADVANCE; PRORATION; REFUNDS: <br /> Payment shall be made to the City in advance on an annual calendar year basis for an <br /> annual permit, on a quarterly basis for a quarterly permit, or on a calendar month basis <br /> for a monthly permit. The fee payable for a monthly permit purchased after the sixteenth <br /> of the month shall be one-half ('/2) the monthly fee established by the City Manager. <br /> Section 2.
