7.1.D. - Page 2
ALTERNATIVES
The Council could decide not to enter into the Agreement and cancel the Zoppe Circus.
FISCAL IMPACT
The Live Performance Agreement with Zoppe Circus is $115,183, with PRCS staff
estimating an additional $34,817 cost for marketing, equipment and supplies, staffing
costs, etc. to support the 3 weeks of performances for a total cost of $150,000.
Revenue is estimated at $200,000 based on sales from last year's shows. Last year,
75% of seats were filled with the majority of the 2nd weekend shows selling out and the
weekday shows increasing to 72% of capacity. 1st weekend sales increased 13
percentage points and mid-week sales increased 11 percentage points. With the
continued use of the new model of lower ticket prices for midweek shows, we expect to
draw in even more people to increase the volume of sales and create more profit.
ENVIRONMENTAL REVIEW
The Zoppe Circus performance agreement meets the California Environmental
Quality Act (CEQA) exemption criteria as set forth in Section 15304, ("Minor
Alterations to Land"), because the Agreement contemplates the minor temporary use
of land having negligible or no permanent effect on the environment, involving the
placement of a circus tent and associated temporary structures including seating,
ticket booths and portable restrooms.
CHRISTOPHER BETH
DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES
ROBERT B.
