7.1.1. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 23, 2014 <br /> SUBJECT <br /> Agreement for Professional Services with SANDIS Civil Engineers, Surveyors, and <br /> Planners for Surveying Services related to Future Wastewater Collection Capital <br /> Improvement Projects <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the standard form <br /> Agreement for Professional Services with SANDIS, Civil Engineers, Surveyors, and <br /> Planners for a set fee of $115,010.00 to provide land and utilities surveying services for <br /> the proposed wastewater collection system capital improvement projects. <br /> BACKGROUND <br /> The city systematically replaces sections of aging sewer infrastructure to ensure the <br /> continued reliability of the system. Each year, the Community Development Department <br /> staff identifies pipelines that require excessive maintenance or experience repeated <br /> service disruptions and target those pipelines for improvement. <br /> The city completed closed circuit television (CCTV) inspection of Sanitary Sewer Basin <br /> No. 5B, 5F and 5H in 2013. Staff reviewed the inspection videos to assess the condition <br /> of the pipelines. Defects in the existing wastewater collection pipeline were identified at <br /> several locations. Sewer pipeline upgrades are needed at Sanitary Sewer Basin 5B, 5F <br /> and 5H. The proposed agreement will provide for surveys at these locations. The <br /> information from the survey will be used to perform the design for the sewer <br /> replacement/rehabilitation projects. <br /> ANALYSIS <br /> On May 21, 2014, staff solicited three Request for Proposals (RFP) from MacLeod & <br /> Associates Inc., SANDIS Civil Engineers, Surveyors and Planners and BKF Engineers <br /> Inc. All three companies are equally qualified to perform the work. Staff received one <br /> response from SANDIS Civil Engineers, Surveyors, and Planners on May 30, 2014 with <br /> proposed level of effort consistent with staff's expectations. MacLeod & Associates Inc. <br /> and BKF Engineers Inc. declined to submit a proposal stating they were over committed <br /> on other projects. <br /> SANDIS Civil Engineers, Surveyors and Planners has performed similar survey work for <br /> the City's 2011-2012 Sanitary Sewer Replacement Project, 2012-2013 Sanitary Sewer <br />
