7.3.G. - Page 1 <br /> REPORT <br /> To the Honorable City Council <br /> From the Mayor <br /> June 23, 2014 <br /> SUBJECT <br /> Confirm Mayor's appointment of a member to the Redevelopment Dissolution Oversight <br /> Board to serve as the representative of the former Redevelopment Agency <br /> RECOMMENDATION <br /> Adopt a resolution confirming the Mayor's appointment of a member to the <br /> Redevelopment Dissolution Oversight Board to serve as the representative of the <br /> former Redevelopment Agency. <br /> BACKGROUND <br /> On January 23, 2012, the Council adopted a resolution confirming that the City of <br /> Redwood City would serve as the Successor Agency ("Successor Agency") to the <br /> dissolved Redevelopment Agency of Redwood City. Dissolution of the redevelopment <br /> agency was effective on February 1, 2012. By May 1, 2012, each successor agency <br /> was required to have an Oversight Board composed of seven members. <br /> The Successor Agency is entitled to appoint two members. One member is appointed <br /> by the mayor for the city that formed the redevelopment agency. On March 19, 2012, <br /> the Council confirmed Council Member Alicia Aguirre (then Mayor), to serve as one of <br /> the Mayor's representatives on the Oversight Board. The other Successor Agency <br /> appointment by the mayor is to represent the employees of the former redevelopment <br /> agency from the recognized employee organization representing the largest number of <br /> former redevelopment agency employees. The Redwood City Management Employee <br /> Association (RCMEA) has the largest number of employees supported by the former <br /> Agency. On April 23, 2012, the City Council confirmed the Mayor's appointment of <br /> Blake Lyon, an RCMEA member, to serve as the second member on the Oversight <br /> Board. <br /> ANALYSIS <br /> In light of Mr. Lyon's departure from the City, the Mayor has appointed Deanna La <br /> Croix, a member of RCMEA, to serve on the Oversight Board and seeks the City <br /> Council's confirmation of that appointment. <br /> ALTERNATIVES <br /> If the Mayor does not appoint a representative of the former redevelopment agency to <br /> the Oversight Board, the Governor may fill any vacant positions.
