7.4.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 23, 2014 <br /> SUBJECT <br /> Ordinance amending Article VII of Chapter 20 (the "Parking Ordinance") of the Code of <br /> the City of Redwood City for modifications to the suspension of meter rates for holidays <br /> and city festivals <br /> RECOMMENDATION <br /> Waive second reading and adopt ordinance to amend various sections of the Parking <br /> Ordinance to reflect the modifications to the suspension of meter rates for holidays and <br /> city festivals. <br /> BACKGROUND <br /> City Council introduced the Ordinance at its June 9, 2014 meeting. The proposed <br /> Council action serves to amend the Municipal Code to suspend on-street parking meter <br /> rates in the future on standard holidays and city festivals without a separate Council <br /> action. <br /> ANALYSIS <br /> Upon passage and adoption, the Ordinance will go into effect in 30 days. <br /> ALTERNATIVES <br /> Council may choose to enforce parking meter rates in downtown and not amend the <br /> Parking Ordinance to suspend meter rates for holidays and downtown festivals. <br /> FISCAL IMPACT <br /> By suspending the parking meter rates for holidays and festivals, the city will not receive <br /> an estimated $15,500.00 in revenue annually (note that this amount is based on current <br /> parking meter rates). <br /> Additionally, there are one-time costs associated with suspending meter rates — parking <br /> signs, meter labels, parking guides and the Web site must be updated and digital <br /> parking meters must be reprogrammed. Additional staff time will be required to prepare <br /> a public announcement (e-blast or similar) and to address questions that may arise. <br /> ENVIRONMENTAL REVIEW <br /> Actions proposed in this report do not constitute a project as defined by the California <br /> Environmental Quality Act. <br />
