<br />. .. - - <br /> <br /> <br /> <br /> <br /> <br /> <br />Engineer Lee presented the staff report and gave a summary of events including Council <br />'-- approvals of this project beginning in 1990. He elaborated on the original budget items <br />and figures and described the preliminary gross estimate of the project which was not <br />based on comprehensive design data. Engineer Lee showed artists renderings of the <br />original design which reflected the Council's desire to have more than just a bridge. The <br />Council wanted a true civic structure which made this design unique on the peninsula. <br /> <br />Mayor Hartnett explained that the Council was considering this project at this time <br />because of the increase in the budget estimates, changes in some of the features, and the <br />need for a Council decision with respect to the features and budget. Mayor Hartnett added <br />that the timing was such that the Council could not delay very much in making these <br />decisions because the Transit Authority needed to be approached for additional funds. <br /> <br />B. Review potential changes and cost savings - David LaVelle, Brian Kangas Foulk <br /> <br />Engineer Lee showed overheads and mentioned the deletion of the Wilson Street detour. <br /> <br />David LaVelle, BKF, said the project was primarily the same but the difference in costs <br />related to needed technical changes. He said the proposed retaining walls and shoring <br />systems needed to be increased, groundwater was found at 8 feet rather than the 12 feet <br />level as expected, and the lateral pressures in the area, the soil stability, was not as good as <br />expected. Those situations would greatly increase the footing sizes and retaining walls. <br />'--- He explained that this construction situation was the major change in the budget. The <br />Joint Powers Board decided to do upgrading work at Sequoia Station after the City design <br />had been completed, and the tracks were widened which required wider retaining walls. In <br />January, 1994 ADA went into effect and changed the longitudinal slopes on sidewalks <br />which increased the amount of retaining wall required. Also, there have been inflationary <br />construction costs. <br /> <br />Mr. LaVelle said when the project was funded through the Transportation Authority it did <br />not include the Wilson Street detour. Mr. LaVelle described the detour and said staff was <br />recommending the elimination of this part of the project to save $600,000. The new <br />detour proposed would include Maple to Broadway. Mr. LaVelle said that pile driving the <br />area under the bridge only, would cut costs by reducing the size of the foundation. He <br />explained why tiebacks would not work in that area. <br /> <br />In answer to Council questions, Mr. LaVelle said that the deletion of the Wilson Street <br />detour would close off Jefferson, but the signalization at Maple and El Camino Real would <br />remain to encourage Jefferson traffic to use Maple. He said 60% of Jefferson traffic would <br />go to Maple, 25-30% would use Broadway, and the remaining 10 to 15 percent would find <br />adjacent streets. The detour situation would last 12-14 months and there would be traffic <br />impacts.
