11/17/2014
ORIGINAL
ORDINANCE NO. 2409
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD
CITY AMENDING DIVISIONS 3, 7 AND 8 AND ADDING DIVISIONS 14
AND 15 OF ARTICLE VII OF CHAPTER 20 OF THE CITY CODE OF
REDWOOD CITY RELATING TO PARKING
NOW, THEREFORE, THE COUNCIL OF THE CITY OF REDWOOD CITY DOES
ORDAIN AS FOLLOWS:
Section 1. The City Council adopts the following findings:
A. The City of Redwood City wants to provide a mixed use, walkable downtown
that allows residents to forego (or limit) car ownership;
B. Car sharing and encouraging adoption of electric vehicles can help the City of
Redwood City achieve its goals for parking management and overall goals for
transportation by reducing parking demand and greenhouse gas emissions while
improving mobility; and
C. In 2006, California State law, specifically California Vehicle Code section
22507.1, went into effect to allow municipalities to designate on-street parking spaces
for the exclusive use of car sharing vehicles; and
D. The City of Redwood City entered into a Memorandum of Understanding on
September 12, 2011 for the Making the Last Mile Connection Pilot Program, which
included the provision of three car sharing "pods" at downtown Redwood City sites; and
E. A 2014 survey of Redwood City car share users found that:
• On the day that they used a car share vehicle, 62% of respondents also
rode Caltrain, 10% also rode a bus, and 13% also rode BART,
• 41% of respondents would not have made their trip(s) had a car share
vehicle not been available, and
ATTY/ORD.405/PARKING ORDINANCE ORD.#2409
REV:10-27-14 VR FORMERLY MUFF#703
