ORAL COMMUNICATIONS <br /> A Joe Steinfeld, candidate for City Council, 850 Main Street, referred to a draft report sent <br /> to Councilmembers from the Council Subcommittee on Police staffing, and made several <br /> criticisms and suggestions, including requiring the Police Chief, Fire Chief and City <br /> Manager to live in Redwood City. City Attorney Schricker advised that the California <br /> Constitution prohibits that residency requirement. <br /> B.
