ORAL COMMUNICATIONS
Marie Rickes, 3015 E. Bayshore Road, No. 161, representing Harbor Village
Mobilehome Park residents, recapped the history of her efforts to have the
Council adopt a rent control measure, vacancy measure and a conversion
ordinance. Mrs. Rickes described the owner's proposal to raise rents to
$470 and $495 per month beginning in September, and the difficulty in
selling the homes in the park when the rents are so exorbitant. Mrs. Rickes
asked the Council to impose a rollback of rents to August, 1990, which was
the last year of the five-year lease plan proposed by the rent stabilization
committee but never signed by the residents. In response to questions by
Council and the City Attorney Mrs. Rickes advised only five-year leases were
available, and that they had incurred pass-throughs.
City Manager Everett described the efforts of the City in gathering
information to use to resolve these issues between Redwood City mobilehome
park residents and owners. Mrs. Rickes asked that this issue be put on
the agenda as soon as possible.
