PUBLIC HEARING
A. DISTRICT ASSESSMENT ROLL FISCAL YEAR 1992-93 (903-04)
1. City Clerk advised the affidavit of Publication of Notice of Hearing
is on file in the office of the City Clerk.
2. Finance Director Ramchandani presented the report on the District
Assessment Roll for Fiscal Year 1992/93, and using overheads, showed the
increase in housing units in Redwood Shores, but a 2.8% overall decrease
in total valuation. Director Ramchandani advised this assessed value as
determined by the City Council (sitting as the Board) can be used only
for the district's property taxes and will have no bearing whatsoever on
the general taxes collected by the county tax collector.
3. Joseph Bock of American Appraisal Associates and Bernard Irigoyen of
Richard Daly and Associates described the General Improvement District
1-64 Property Assessment Roll 1992-1993 they submitted to the Council.
They advised the assessments were based on actual sales in each
subdivision averaged throughout the past year. In response to questions
from Councilman Murray, Mr. Bock and Mr. Irigoyen advised they had not
personally visited the Shorebird Solar subdivision and based their
assessments on sales within that subdivision. Councilman Murray advised
that Shorebird Solar subdivision was unique as some homes there have
serious construction problems and are involved in litigation with the
developer thereby invalidating any attempt to use an average to
determine valuation of homes in that subdivision.
MINUTE BOOK NO. 51
Page No. 139
~.+ .- ..._........ _.. -
