ORAL COMMUNICATIONS A. Jay White, President of the California Pilots Association and its legal counsel, requested a public hearing be held to consider the proposed Hastings Condominiums Development near the San Carlos Airport and the need for an avigation easement. Redwood City Planning Director Patterson described the legal and formal steps taken by the developer and the City and advised that both Mr. White and the Airport Land Use Committee had ample time to address this issue but did not do so within the legal time frame. Director Patterson advised that the developer had accepted one of the two recommendations of C/CAG for specific language in their CC&R's. In answer to Council questions, City Attorney Schricker advised that the City's actions in this matter were complete and the appropriate agency for Mr. White to address would be the ALUC. (901-11) MEMO 4/13/93 B. Patricia Dixon, Admiralty Place, Redwood City expressed her concerns regarding the end of water rationing, the loss of "banked" units, and the temptation by some water customers to use a great deal of water now so as not to be penalized for conservation during the next drought and rationing period. Councilman Greenalch, Chairman of the Council Water Conservation Committee advised the Committee had scheduled its second meeting this Thursday and would be making recommendations to the full Council in May.
