04/03/2017 <br />RESOLUTION NO. 15575 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY DENYING THE APPEAL AND APPROVING A <br />DOWNTOWN PLANNED COMMUNITY PERMIT INCLUDING TWO <br />GUIDELINE DEVIATIONS, TENTATIVE MAP, AND AFFORDABLE <br />HOUSING PLAN FOR 1409 EL CAMINO REAL PURSUANT TO THE <br />CITY OF REDWOOD CITY'S DOWNTOWN PRECISE PLAN, AND <br />SUBDIVISION ORDINANCE <br />WHEREAS, Applicant, Greystar Development, submitted an application for a <br />Downtown Planned Community Permit including two guideline deviations, Tentative <br />Map, and Affordable Housing Plan for a new 8 -story residential development, consisting <br />of 350 residential units (including 35 units at the low income level) and 2,900 square <br />feet of ground floor retail located at 1409 EI Camino Real (the Project), which is located <br />within the Downtown Precise Plan area (DTPP); and <br />WHEREAS, on July 7, 2016, the Architectural Advisory Committee (AAC) <br />conducted a public hearing to consider the proposed four (4) deviations from the DTPP <br />guidelines pertaining to maximum establishment length, use of permeable pavers, <br />location of garage columns, and wing depth for the courtyard disposition type. The AAC <br />found that two (2) of the proposed deviations relating to maximum establishment length <br />and use of permeable pavers are consistent with the spirit and intent of the DTPP, and <br />unanimously recommended Planning Commission approval of those two (2) deviations. <br />It further recommended denial of the two (2) deviations related the location of garage <br />columns and wing depth. The AAC also forwarded concerns with the building's mass <br />and form, especially as it relates to the neighboring project at 1305 EI Camino Real; and <br />WHEREAS, on August 31, 2016, the Applicant submitted revised plans in <br />accordance with the AAC's recommendations. The plan revisions comply with the <br />guideline on garage column locations and qualify as development as the Rear Yard <br />disposition type (rather than reduce the wing depth per the Courtyard disposition type); <br />and <br />WHEREAS, the Planning Commission of the City of Redwood City is empowered <br />by the Subdivision Ordinance of the Redwood City Municipal Code to act upon <br />applications for Tentative Maps, and by the Downtown Precise Plan and Zoning <br />Ordinance to act upon applications for Downtown Planned Community and Affordable <br />Housing Plans; and <br />ATTY/RESO.0031/ CC RESO ADOPTING DENIAL OF APPEAL BY REDWOOD CITY RESIDENTS FOR RESPONSIBLE DEVELOPMENT <br />REV: 03-30-17 PR RESO.
