<br /> DES:djc 2/28/86 <br /> ORIGINAL <br /> 1928 MAR 1 '7 1986 <br /> ORDINANCE NO. 1928 <br /> --------- <br /> AN ORDINANCE ESTABLISHING THE REDWOOD CITY PUBLIC FACILITIES <br /> AND INFRASTRUCTURE AUTHORITY, PROVIDING FOR ITS GENERAL AND <br /> SPECIAL POWERS, INCLUDING THE POWER TO INCUR INDEBTEDNESS, <br /> AND SPECIFYING CERTAIN RIGHTS OF OBLIGEES OF THE AUTHORITY <br /> WHEREAS, the City of Redwood City (the "City") a municipal <br />corporation and Charter City duly organized and existing under a <br />freeholders' charter pursuant to which the City has the right and <br />power to make and enforce all laws and regulations in respect to <br />municipal affairs and certain other matters in accordance with <br />and as more particularly provided in Section 3, 5 and 7 of <br />Article XI of the Constitution of the State of California and <br />Section 3 of the Charter of the City (the "Charter"); and <br /> WHEREAS, the City is proposing to construct a fire station, <br />library, the renovation of the City Hall and other public <br />facilities and infrastructure which will necessitate the use of a <br />public authority to implement the financing structures presently <br />contemplated; and <br /> WHEREAS, the general laws of the State of California do not <br />currently provide for the creation and organization of public <br />authorities for such purposes; and <br /> WHEREAS, in order to implement the financing of the civic <br />center and other public improvements, it is necessary to <br />establish said public authority and to provide for its general <br />and special powers, including the power to incur indebtedness, <br />and to specify certain rights of obligees of the authority; <br /> THE COUNCIL OF REDWOOD CITY DOES ORDAIN, AS FOLLOWS: <br /> 1928 <br /> _._... <br />
