05/08/2017 RESOLUTION NO. 15582 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE CALIFORNIA WAY WATER TANK, PUMP STATION AND PIPELINE PROJECT; ADOPTION OF CEQA FINDINGS; AND ADOPTION OF A MITIGATION MONITORING AND REPORTING PLAN, ALL IN ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND SELECTING THE HILLSIDE ALTERNATIVE PROJECT WHEREAS, the City's 2011 Water System Master Plan identified a water storage deficit and recommended a new water storage tank for the California Zone at the California Way site. The proposed project includes the construction of a new 750,000 gallon water tank on the City - owned site at the corner of California Way and Tum Suden Way; replacement of an existing on- site pump station; replacement of an existing pipeline and construction of a new pipeline to connect the new water tank (the "Proposed Project"); and WHEREAS, the City determined that the Proposed Project required the preparation of an Environmental Impact Report ("EIR"), pursuant to the requirements of the California Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, "CEOX), and the Guidelines for Implementation of the California Environmental Quality Act (Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, the "CEQA Guidelines"); and WHEREAS, the Draft EIR for the Proposed Project ("DEIR") was circulated for public review and comment for 45 days beginning on July 20, 2016 and ending on September 6, 2016, and was filed with the State Office of Planning & Research under State Clearinghouse No. 2013072072: and WHEREAS, the EIR evaluated the Proposed Project and five design alternatives, with the Hillside Alternative reducing the visual prominence of the tank from the adjacent residences more than any of the other alternatives by shifting the tank 135 feet from California Way into the hillside (the "Hillside Alternative Project"); and WHEREAS, on August 30, 2016, the Planning Commission held a public hearing and received public testimony on the DEIR. The City received written and public testimony from the public during the DEIR public review period; and WHEREAS, the City prepared written responses to the comments received during the comment period, which together with the Mitigation Monitoring and Reporting Program and the DEIR constitutes the Final EIR ("FEIR"); and WHEREAS, no significant new information has been added to the EIR after public notice of Page 1 of 28 ATTY/ RESO.0043/CC RESO HILLSIDE ALTERNATIVE PROJECT RESO.
