MEMORANDUM OF UNDERSTANDING BETWEEN <br />THE REDWOOD CITY POLICE DEPARTMENT, <br />THE SAN CARLOS POLICE DEPARTMENT, <br />THE MENLO PARK POLICE DEPARTMENT, <br />AND THE ATHERTON POLICE DEPARTMENT <br />REGARDING THE REDWOOD CITY POLICE DEPARTMENT'S <br />SPECIAL WEAPONS AND TACTICS TEAM <br />Purpose: <br />The Redwood City Police Department (RCPD), the San Carlos Police Department <br />(SCPD), the Menlo Park Police Department (MPPD), and the Atherton Police <br />Department (APD), individually sometimes referred to as "PD" and collectively <br />referred to as "Parties," agree to this Memorandum of Understanding (MOU) in an <br />effort to clearly establish the control, training, team standards, and hold harmless <br />agreements between the participating agencies regarding the Redwood City Police <br />Department's Special Weapons and Tactics (SWAT) team. Individually, none of the <br />agencies may have sufficient SWAT personnel to handle certain tactical situations. <br />By entering this MOU, the RCPD, SCPD, MPPD, and APD should have sufficient <br />personnel to provide professional service during tactical situations to each other <br />and to other law enforcement agencies in San Mateo County that may request it. <br />This MOU does not revise, amend, or supersede any mutual aid agreements or <br />other agreements or understanding between the parties. This Agreement <br />supersedes the agreement entered into by and between the Redwood City Police <br />Department, the San Carlos Police Department, and the Menlo Park Police <br />Department and dated by the last signatory on July 10, 2000. <br />Call Out Procedures: <br />If the San Carlos Police Department, Menlo Park Police Department, or Atherton <br />Police Department requires the use of the SWAT team, the department will <br />contact the Communications Center of the Redwood City Police Department. The <br />dispatcher from the Redwood City Police Department will then initiate a callout of <br />the team's members. <br />Tactical Scene Control: <br />Tactical command of the team will be under the authority of the Tactical <br />Commander unless the Incident Commander decides to the contrary. Incident <br />command of the event will be under the authority of the agency where the event is <br />taking place. <br />
